Vendor is also no longer required to be a Department of Transportation approved facility with a valid Pipeline and Hazardous Material Safety Administration (PHMSA) Requalification Number (RIN).

This is a combined synopsis/solicitation for commercial services prepared in accordance with simplified acquisition procedures found in the Federal Acquisition Regulation (FAR) Revolutionary Far Overhaul (RFO) Subpart 12.2, effective 1 February 2026, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation whereby quotations are being requested.

This solicitation is intended to result in the issuance of a singular firm fixed price award.

Solicitation Number N62789-26-Q-1002 is issued as a request for quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-2026-01 with an effective date of 13 March 2026.

This is a brand name requirement whereby SCBA bottles must be tested by a SCOTT 3M certified vendor only.

THIS SERVICE WILL OCCUR AT THE NAVAL SUBMARINE BASE NEW LONDON, GROTON, CT.

A MOBILE SCBA BOTTLE SERVICE IS BEING REQUESTED TO CONDUCT HYDROSTATIC TESTING.

BOTTLES WILL NOT BE SHIPPED TO A VENDOR FOR SERVICE.

All potential offerors shall ensure ability to access the Naval Submarine Base prior to submitting a quote.
