This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 3204(a)(1), as implemented in FAR 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements.

This notice of intent is not a request for competitive proposals nor does it restrict the Government from an ultimate acquisition approach; however, the Government will consider all responses received to this notice.

A determination by the Government not to compete this requirement is solely within the discretion of the Government.

This notice should not be construed as a commitment by the Government for any purpose.

Requests for solicitation will not receive a response.

All information is to be submitted at no cost or obligation to the U.S.
