The solicitation number is HFP-OLOAS-26-C-B029, issued as a Request for Quotations (RFQ).
NOTICE OF INTENT TO SOLICIT SINGLE SOURCE: The U.S.
Food and Drug Administration (FDA), Atlanta Human and Animal Food Laboratory (ATLHAFL), Nutrient Analysis Branch, intends to solicit and award a firm-fixed-price purchase order to Leco Corporation, St.
Joseph, MI (CAGE OJ626), on a brand-name, single-source basis for one (1) Leco FP928 Boom-Mounted Touchscreen/Autoloader PC Macro Nitrogen Determinator (combustion/Dumas protein analyzer) with delivery, installation, IQ/OQ, operator training, minimum 12-month warranty, and an OEM Gold Maintenance Plan (base period plus four one-year options; period of performance 8/1/2026 through 7/31/2031 if all options are exercised).
The laboratory's validated methods (AOAC Official Method 990.03 and LIB 4635) require nitrogen determination by combustion on a Leco nitrogen/protein analyzer; the instrument replaces an obsolete, unserviceable Leco TruMac and the laboratory capability is currently down.
The supporting single-source/brand-name justification (redacted) is attached to this notice as required. "Or equal" substitutes will not be evaluated.
