The Hawaii Air National Guard has a requirement for a contractor to conduct a Hazardous Materials Survey that shall include testing for Lead Based Paint, Asbestos, Polychlorinated biphenyls (PCBs), mercury, mold, and heavy metals.

Contractor shall be experienced with industrial health sampling methods and execute discrete/multi incremental/other testing IAW with appropriate sampling procedures.

Analytical test shall be done by a DoD ELAP or NELAP certified laboratory.

All work shall comply with applicable building codes, safety standards, and manufacturer recommendations.

A site visit will be conducted on Wednesday, 16 September 2026 at 1:00 PM Hawaii Standard Time (HST) at: 335 Gardner Ave, Bldg 3392, JBPHH-HI 96853 or https://goo.gl/maps/P2tUDwMyoD9sPSV4A?g_st=ac Quotes are due at 11:00 AM HST on Wednesday, 23 September 2026.

Facsimile quotations will not be accepted.

Any questions regarding the solicitation are due NO LATER THAN 11:00AM HST, 18 September 2026, submitted via e-mail to Warren Sabugo at [email protected] .

Solicitations shall not exceed 5 pages, and provide the following: One (1) signed copy of the Solicitation (SF1449) Vender Name, Vendor POC, Vendor CAGE, Vendor UEI, Contact Phone#, E-mail, Discount terms (if applicable); Socio-Economic status; and completed Work Experience Form (attached).

Additionally, to be eligible for award, all respondents shall complete all Representations and Certifications found within their profile in the System of Award Management (SAM) at https://www.sam.gov.
