The U.S.

Nuclear Regulatory Commission (NRC), Office of the Inspector General (OIG), intends to award a sole?source contract to Willis Towers Watson US LLC (WTW) to conduct the 2026 Safety Culture and Climate Survey for the Defense Nuclear Facilities Safety Board (DNFSB).

The anticipated contract value is $160,000.00 This requirement includes interviews, focus groups, development and administration of the survey instrument, analysis of results, benchmarking, and detailed comparison against the DNFSB 2021 survey.

WTW retains the proprietary 2021 raw data, demographic coding, scoring methodology, and a unique response scale required to perform a valid longitudinal comparison.

No other vendor has access to or can replicate this dataset or methodology.

Competing the requirement would result in inconsistent scoring, unreliable trend analysis, and substantial duplication of effort.

The Government intends to award under the authority of FAR 6.103?1 – Only One Responsible Source.
