The Department of Veterans Affairs intends to negotiate a sole source contract for coordinating center and data and biostatistics core research services to establish, operate, and continuously enhance a centralized coordinating center and integrated data infrastructure supporting Department of Veterans Affairs funded Brain Health and Wellness, Traumatic Brain Injury (TBI), Total Brain Diagnostics and Combat and Toxic Exposures research initiatives with the Virginia Commonwealth University (VCU) Affiliate Coordinating Center & Data and Biostatistics Core (DBC) for the Veterans Health Administration (VHA) Office of Research and Development (ORD) Long-Term Impact of Military-Relevant Brain Injury Consortium Chronic Effects of Neurotrauma Consortium (LIMBIC CENC), Central Virginia Health Care System (HCS).

8153 allows for sole source awards related to research with VA academic affiliates.
In this case, the Virginia Commonwealth University is the primary academic affiliate for the Central Virginia Health Care System and has several ongoing research projects that tie in with specific areas of expertise required for these studies.
The DBC at VCU has supported LIMBIC and its associated projects for over the last twelve years and has the existing scientific, subject matter, and/or multi-center grant leadership expertise necessary to support ongoing and prospective multi-site studies across nine VA-funded sites.
To be consistent between the sites, it is necessary to use the Virginia Commonwealth University’s core services and expertise.
