What this contract is for
In accordance with RFO FAR 5.101, this is a public notification of a proposed sole-source contract action. The West Virginia Army National Guard (WVARNG) Purchasing and Contracting Office intends to solicit and award on a sole-source basis under the authority of RFO FAR 12.102(a) and FAR 13.101(b) to West Virginia Radio Corporation (dba MetroNews Sports). Requirement: The WVARNG Recruiting and Retention Battalion has a requirement for a comprehensive, statewide high school football broadcast sponsorship. The requirement consists of a one (1) year base period and two (2) one-year option periods. Deliverables include synchronized statewide radio broadcast integration across 47 stations, exclusive streaming and mobile app placements, and presenting sponsorship rights for the season-opening kickoff game. Justification for Sole Source: The West Virginia Secondary School Activities Commission (WVSSAC) is the governing body for high school athletics and holds the exclusive intellectual property and media rights for high school championship events. WVSSAC has granted exclusive broadcasting and media syndication rights to MetroNews Sports. As the sole proprietor of these exclusive legal rights and the only network with a 47-station synchronized footprint covering all 55 counties in West Virginia, MetroNews Sports is the only vendor capable of fulfilling the WVARNG's requirement for statewide broadcast integration and live in-game commercial placement.
