The Government will use simplified acquisition procedures in accordance with FAR Part 13 and commercial-product procedures in accordance with FAR Part 12.

The Government will evaluate quotations based on: Compliance with the requirement for Shell Rotella T3 15W40 bulk lubricating oil; Ability to furnish the required quantity of 1,090 gallons; Ability to provide delivery by truck with pumping capability; Ability to meet the required delivery schedule; and Total evaluated price.
Quoters shall provide the following price breakdown: Unit price per gallon and extended price for lubricating oil; Delivery cost to Honolulu, Hawaii; Pumping cost, if separately priced; Freight, fuel surcharge, handling charge, environmental fee, State/local fee, and all other applicable charges; and Total evaluated price.
