NYC Health & Hospitals requests proposals for facility commissioning services related to new construction, facility renovations, re-commissioning of existing systems, or facility system assessments throughout its portfolio of buildings. The types of facilities to be commissioned may include office/administration, hospitals, health clinics, laboratories, or combinations thereof. Commissioning is a systematic quality-assurance process used to verify and document that building systems and components are designed, installed, tested, started, operated, and maintained in accordance with NYC Health & Hospitals' Project Requirements, Basis of Design, contract documents, and applicable performance criteria. The commissioning process shall confirm, prior to Substantial Completion and Owner acceptance, that the systems are complete and functioning as intended and that NYC Health & Hospitals' facility staff have received adequate operating documentation and training. NYC Health & Hospitals will contract directly with a qualified Commissioning Services Provider, who will act as an extension of NYC Health & Hospitals' designated staff and may provide services from the predesign and design phases through construction, acceptance, and the warranty period.
