NOTICE OF INTENT TO AWARD A SOLE-SOURCE ACQUISITION Description: This is a notice of intent to award a sole-source contract and is not a request for competitive quotes.

The Billings Area Indian Health Service intends to award a sole-source purchase order to Watanabe Enterprises for Locum Physician Services for the period of performance December 1, 2026 through January 30, 2027.

The Government intends to use the procedures at 12.102(b), 12.201-1, and 6.103-1, subject to the approved acquisition strategy and determination that only one source is reasonably available.

The sole-source action is necessary to ensure continuity of critical medical provider services at the Northern Cheyenne Service Unit while the Government completes the competitive acquisition and award of the follow-on requirement.

Watanabe Enterprises currently has qualified and credentialed medical providers available to continue providing the required services during this limited interim period, thereby preventing a lapse in essential patient-care services.

This notice of intent is not a request for competitive proposals or quotations.

Any party who believes it can perform this requirement should submit a capability statement for consideration by the Government.

A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.

The Government will not be responsible for any costs incurred by responding to this notice.

Interested parties may identify their interest and submit a capability statement no later than September 15th, 2026 at 2pm Mountain Standard Time.
