THIS IS A NOTICE OF INTENT.

This notice is issued in accordance with Federal Acquisition Regulation (FAR) section 5.201 to notify the public of a proposed contract action.

The North American Identification Classification System (NAICS) code is 541611 – Administrative Management and General Management Consulting Services.

The SBA size standard is $24.5 million.

The proposed contract action is for Technical and Administrative Services as well as remote monitoring services in Tajikistan.

The U.S Agency of Global Media (USAGM) intends to award a contract, on a sole source basis under the authority of FAR 6.302-1, with Nodir Tursun-Zade;THE TERRACES MEYDAN AP S620DUBAI The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1, which reads in part, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Nodir Tursun-Zade is the only known source able to provide the Technical and Administrative Services, as well as Remote Monitoring Services in Tajikistan.

This requirement is for the operation and hosting of the Remote Monitoring System (RMS) located in Dushanbe, Tajikistan, including the Internet connection, for the quality broadcasting and continuous use of the medium wave (MW) and short wave (SW) transmitters in Tajikistan for transmissions of Voice of America (VOA) Dari/Pashto language service to audiences in Afghanistan.

Additionally, the vendor must provide part-time technical support for the USAGM broadcasting operations in Tajikistan.

USAGM requires these mission-critical services to commence as soon as possible due to an urgent operational need that emerged earlier this month.
