The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) intends to award a firm-fixed-price purchase order on a sole-source basis to E.A.S.
Manufacturing Co., Inc. for Part Number 2890608-2.
In accordance with FAR 12.102(a), the Contracting Officer has determined that only one source is reasonably available.
E.A.S.
Manufacturing Co., Inc. is the only known approved manufacturing source for Part Number 2890608-2.
Qualification of an alternate source would require First Article Testing (FAT), non-recurring engineering (NRE), and development and approval of an Engineering Change Proposal (ECP), resulting in duplication of cost that is not expected to be recovered through competition and an estimated six-month schedule delay.
This notice is not a request for competitive proposals.
However, all responsible sources may submit a quotation or capability statement by the closing date of this notice, which will be considered by the Government.
A determination by the Government not to compete this requirement based upon responses received is solely within the discretion of the Government.
