NAVSUP FLC Yokosuka Site Marianas, intends to award a firm-fixed-price, sole-source contract to Barbee Valve & Supply Inc for the procurement of Barbee Hose Proof Test Stand and Barbee Relief Valve Test Bench.

This equipment is essential for performing critical safety and and structural integrity testing on flexible hose assemblies and piping systems for forward-deployed vessels in the area of responsibility.

This procurement is conducted under the authority of FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The requirement is for the procurement, delivery, and factory calibration of proprietary Barbee Engineered Testing Systems, including the Hose Proof Test Stand (Model HSC-3072-RD10), Relief Valve Test Bench (Model TP-3000-RV), and Water Reclamation System (Model WRS-5).

A Barbee Company is the original equipment manufacturer (OEM) and sole distributor of these proprietary systems; no authorized third-party resellers exist.

This notice is NOT a request for competitive proposals, and a formal solicitation will not be issued.

This announcement is for informational purposes only.

However, responsible sources may submit a capability statement for consideration.

Submissions must be sent via email to Jason Perez, email: [email protected] and Patrick Collins at [email protected] by the closing date of this notice.

Official solicitation and documents

The full solicitation, any attachments, and the actual submission instructions live on the official listing, not on this page. Oppward summarizes public record data; it does not host or mirror the source documents.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
