This is a combined synopsis/solicitation for commercial products prepared in accordance with the procedures of FAR Part 12 (Acquisition of Commercial Products and Commercial Services).
Marine Corps Installations National Capital Region (MCINCR), Regional Contracting Office at Marine Corps Base Quantico, VA, intends to award a single, firm-fixed-price contract on an all-or-none, open-market basis on behalf of the Marine Corps Traffic Safety Division for brand-name motorcycles.
This procurement is set aside 100% exclusively for small business concerns.
Requirement: Three (3) new and unused brand-name Honda Rebel 300 Series Motorcycles (substitutions or "or equal" items will not be considered).
Set-Aside & Classification: 100% Small Business Set-Aside; NAICS 336991 (Motorcycle, Bicycle, and Parts Manufacturing); PSC 2340.
Delivery Schedule & Terms: Delivery is required within ninety (90) calendar days after contract award (ADC), FOB Destination to Distribution Management Office, 2009 Zeilin Rd, MCINCR, Quantico, VA 22134 (DoDAAC: M30004).
Delivery must include MSO, Bill of Sale, Owner's Manuals, and PDI completion checklist.
Dealer Authorization: Quoters must provide written proof from Honda (active dealer agreement, franchise letter, or authorized distributor letter) verifying authorized reseller status; unauthorized or gray-market brokers will not be evaluated.
Warranty: Quoters must verify full standard manufacturer warranty, transferable and serviceable at any CONUS authorized Honda powersports dealership.
Basis for Award: Best Value to the Government considering Technical Capability, Price Reasonableness, and Past Performance (SPRS), where non-price factors combined are significantly more important than price.
