This is a combined synopsis/solicitation for commercial products prepared in accordance with RFO FAR Part 12 in conjunction with the procedures, as appropriate, at RFO FAR Part 15, and as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is hereby issued as part of this notice.

The anticipated Biometric Capture Devices solicitation shall be issued as a Request for Proposal (RFP) where RFO FAR provision 52.212-1 and clause 52.212-4 apply.

Additional provisions, clauses, terms and conditions, to include evaluation factors and the basis for award, are in the Solicitation.

The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) issues this Request for Proposals (RFP) to establish government-wide, multiple-award indefinite-delivery indefinite-quantity (IDIQ) contracts for biometric capture devices and peripheral equipment.

The IDIQ contracts will permit Firm Fixed-Price orders.

The period of performance will consist of a one-year base period and four one-year option periods.

The dates of the periods of performance will be established at contract award.

The Biometric Capture Devices solicitation will be available for full and open competition with the anticipation that multiple awards will be made within each of the five (5) device tracks, Fingerprint, Facial, Iris, Palmprint, and Multi-Modal.

For each track, the Government anticipates establishing a minimum of three (3) and maximum of unlimited IDIQ contracts with Offerors submitting an overall proposal that is determined to be best value to the Government utilizing a Highest Technically Rated with a Fair and Reasonable Price award basis.
