Synopsis of the Requirement The Government hereby submits a notice of intent to award a sole-source, firm-fixed-price contract/purchase order to: Proposed Contractor: ORCA3D, LLC Contractor Address: 908 Song Sparrow CT, Arnold, Maryland 21012 Requirement Title: Orca3D Marine CFD Premium Plug-in Total Estimated Value: [Not provided in JOTFOC] It is the belief of the Government that this organization is the sole source to fulfill the need of one responsible source to satisfy the agency's requirement. Regulatory and Statutory Authority This sole-source contracting action is conducted in accordance with Federal Acquisition Regulation (FAR) Class Deviation / Revolutionary FAR Overhaul (RFO) guidelines. Under the RFO, simplified procedures for commercial acquisitions are consolidated under RFO FAR Part 12 [specifically RFO FAR 12.201-1 (Simplified procedures) and RFO FAR 12.102(a) for acquisitions valued at or below the Simplified Acquisition Threshold]. The statutory and regulatory authorities permitting other than full and open competition are: Regulatory Authority: RFO FAR 6.103-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Statutory Authority: 10 USC 3204(a)(1) for Coast Guard. 3.
