This requirement is in support of the US Army Corps of Engineers Institute for Water Resources.
The anticipated contract will be awarded using RFO Part 12 "Acquisition of Commercial Services".
The Government contemplates award of a Firm Fixed Price contract.
The primary emphasis of work efforts under this contract will be the compilation of vessel operating costs according to cargo vessel type and size or capacity classes typically of concern to USACE analysts when undertaking waterborne navigation project evaluations.
Integral to the needs for estimation of vessel operating costs will be the creation of a computerized application to support use, comparative audit and limited adjustment of estimates and estimation of bunkerage costs.
It will be an integral requirement that bunkerage costs be separably investigated and estimated as a critical input to operational costs of ocean-going commercial cargo vessels.
