This requirement is conducted under Federal Acquisition Regulation (FAR) 13.106-1(b).

This is a notice of intent to negotiate a sole source procurement only and is not a request for competitive quotations.

However, contractors may submit an interest letter and a capabilities statement.

The submission must demonstrate your organizations' ability to perform the service as described within this notice.

All interested organizations must respond to this Special Notice by September 14, 2026, at 12:00 P.M., Mountain Standard Time (MST); email directly to both the Contract Specialist and Contracting Officer listed above.

Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.

The Wyoming Air National Guard shall not reimburse for any cost(s) connected with providing the capability information.

This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.

The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.

Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's capability to perform the work.

The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.

Official solicitation and documents

The full solicitation, any attachments, and the actual submission instructions live on the official listing, not on this page. Oppward summarizes public record data; it does not host or mirror the source documents.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
