The Naval Surface Warfare Center, Crane Division (NSWC-CR), is seeking proposals for the production, acceptance, and delivery of the Timed Firing Device (TFD).

The TFD system includes the TFD kit (MR27), the TFD blasting demo accessory kit (MR28), and the RSI-1586-01 Plastic Encapsulated Detonator or Low Energy Exploding Foil Initiator (LEEFI) (MR29).

The Government anticipates awarding a Firm-Fixed-Price (FFP), five-year, Indefinite-Delivery Indefinite-Quantity (IDIQ) supply contract. // Amendment 0001 is to answer questions received from industry. // Amendment 0002 is to answer question from industry, update 252.204-7021 clause, and extend the solicitation closing date and time to 05 August 2026 at 14:00 ET. // Amendment 0003 is to 1) decrease the delivery order max, 2) update the min/max quantity in the pricing matrices, and 3) updated the delivery note section.// Amendment 0004 extends closing date to 19 August 2026, adds clause 52.232-28, and adds text for PBP submissions. // Amendment 0005 extends closing date to 26 August 2026. // Amendment 0006 extends closing date to 9 September 2026// Amendment 0007 extends closing date to 14 September 2026
