The Consumer Product Safety Commission (CPSC) intends to issue a solicitation on a sole-source basis to SkillSoft Corporation, (Joe Lembo), 300 Innovative Way Ste 201, Nashua, NH 03062-5746.

CPSC has identified only one vendor with the necessary complete software to meet the needs of the CPSC.

CPSC requires online learning (aka course) content to integrate into its learning management.

The platform is with the U.S.

Department of Interior’s Interior Business Center and is called FedTalent.

FedTalent is a talent management system that integrates learning management and performance management.

CPSC intends to negotiate this requirement under the authority of Revolutionary FAR Overhaul Subpart 6.103-1 and 41 U.S.C.

253(c)1.

The sole source procurement will be awarded as a simplified acquisition in accordance with RFO Subpart 12 procedures.

Interested persons may identify with their interest and submit a capability statement demonstrating their ability to meet this requirement.

This solicitation is issued "Subject to Availability of Funds (SAF).

This notice is NOT a request for competitive quoter; however, any firm that believes it can supply the services may give written notice to the Contract Specialist via email at [email protected], by 12 pm EST September 21, 2026.

Responses will be evaluated: however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely with the discretion of Government.

If no responses are received, CPSC will proceed with negotiating a sole source award to MedShock Analytics LLC.
