Pre-Solicitation Notice for the notice of intent to award a sole source contract.

This is not a solicitation.

The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) – East in Pittsburgh, PA intends to award on a sole source basis a Firm-Fixed-Price Contract for a one (1) year base period to include four (4) option years to Avidity Science, LLC, 819 Bakke Ave, Waterford, WI 53185, to provide services to the Avidity Pressure Reducing Station and Software Upgrades to the existing Avidity watering system used by the Portland VAMC Research Services.

Avidity Science, LLC, is the manufacturer and only known distributor of its watering system.

Avidity does not have any authorized resellers.

The existing Avidity system at the Portland VAMC requires service to replace Avidity equipment that has reached the end of its life expectancy and to upgrade the existing Avidity system software that is no longer supported.

Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contract Opportunities.

The applicable NAICS code is 513210 with a $47.0 million size standard.

The PSC is DA10.

The authority for this action is RFO FAR 6.103-1 only one responsible source and no other supplies or services will satisfy agency requirements.

This notice of intent is not a request for competitive quotes.

Responsible sources may identify their interest by submitting capability information that clearly demonstrates the capability to perform the required work in accordance with the attached statement of work.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
