Pre-Solicitation Notice for the notice of intent to award a sole source contract.

This is not a solicitation.

The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) – East in Pittsburgh, PA intends to award on a sole source basis a Firm-Fixed-Price Contract for a one (1) year base period to include four (4) option years to People Designs, 1304 Broad Street, Durham, NC 27705-3533, to provide support to update, modernize, and support an existing web-based patient decision aid Decide2Rest for VA research project PULM-005-25S, Helping Veterans with obstructive sleep apnea determine “what matters most” in choosing a treat option: a randomized trial.

People Designs is the original developer of Decide2Rest through a previous research collaboration with the VA PI on an NIH Career Development Award.

As the original developer, People Designs is the only known source with the know-how and direct access to the tool’s assets to update, modernize, and support the existing web-based patient decision aid to meet the research team’s service needs.

Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contract Opportunities.

The applicable NAICS code is 541990 with a $19.5 million size standard.

The PSC is DA10.

The authority for this action is RFO FAR 6.103-1 only one responsible source and no other supplies or services will satisfy agency requirements.
