The Department of State, Office of Global Acquisitions, Acquisition Management Directorate, Bureau of Diplomatic Security, Directorate of Cyber and Technology Security, Technology Innovation & Engineering (DS/CTS/TIE) — Certified TEMPEST Technical Authority (CTTA) Program, intends to award a firm-fixed-price purchase order on a sole source, brand-name only basis to 3dB Labs, 9050 Centre Pointe Drive, Suite 340, West Chester, OH 45069, under the authority of FAR 12.102(a) — brand name.
This announcement constitutes the only solicitation.
This is an open market purchase IAW FAR 12.201-1(e)(1).
The requirement is to acquire a 3dB Labs Monarch Fly Away Kit, associated software licensing, an additional year of software support and maintenance, and instructor-led training at the 3dB Labs domestic facility.
The requirement includes: One Monarch Laptop One SCEPTRE 10G license One Signalhound BB60D software defined radio A four-day training session for up to six personnel The hardware will be delivered within 12 weeks after receiving the order.
The period of performance of the software support and maintenance and training will be for one year.
All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
Responses must include a written narrative statement of capability, including detailed technical information demonstrating the company's ability to meet the above requirements.
Written responses must be received no later than 09/14/2026 9am EST to the person(s) listed as the Government point of contact in this announcement.
This will be a sole source award.
