Notice Update No.

2 dated 8 September 2026 The purpose of this notice update is to provide Amendment 0002 to Solicitation W912LR26QA042.

This amendment and update notice is to incorporate official Government responses to all prospective vendor inquiries, issue the updated Statement of Work (Revision 8 September 2026), provide site delivery clearance data, and ensure alignment across the solicitation documents.

2.

Summary of Changes: Official RFI Responses (Attachment 1): Incorporates Government responses to all industry Requests for Information (RFIs #1 through #60).

The question period is formally closed; no further questions will be accepted.

Revised Statement of Work (Attachment 2): Supersedes the previous SOW with Revision 8 September 2026.

Key updates include: Adopts commercial performance-based standards for doors (Section 4.6), windows (Section 4.9.3), siding (Section 4.9), and wall assemblies/weather barriers (Section 4.9.1).

Confirms turnkey placement, leveling, and concrete anchoring scope, while explicitly excluding permanent utility grid connections and latent slab remediation (Section 5.1.3.5).

Converts Section 6.0 into an informational "Summary of Major Deliverables," confirming that the SF 1449 CLIN structure legally governs quotation pricing.

Adds specific pre-fabrication technical data submittals for wind-load, coastal packages, and wall assemblies (Section 9.1).

Authorizes per-unit inspection, acceptance, and invoicing, and specifies contractor-provided generator power for acceptance functional testing (Section 10.0).

Delivery Clearance Exhibit (Attachment 3): Incorporates Technical Exhibit E (Main Gate Dimensions CSJTC), establishing a 13'-0" overhead clearance and ~10'-wide entrance lane profile for delivery logistics. (Note: Technical Exhibit D is omitted as pe...

Official solicitation and documents

The full solicitation, any attachments, and the actual submission instructions live on the official listing, not on this page. Oppward summarizes public record data; it does not host or mirror the source documents.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
