THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The United States Coast Guard Sector Delaware Bay intends to award a sole source purchase order using the procedures in Federal Acquisition Regulation Revolutionary Overhaul (FAR RFO) 12.102(a), as Snap-on Industrial has been deemed the only source available to meet this specific requirement due to specifications and customization needed for the new USCG HAIWING are proprietary to the original equipment manufacturer.

This purchase order is intended to be awarded to Snap-on Industrial for the acquisition of 6 Hangar boxes, 1 Heavy Maintenance Box, and all shop tools and boxes for the Avionics, Helicopter, Metal, and Survival Shops to support the operations and maintenance of the HAIWING and its 10 MH-65E helicopters which are instrumental in preserving the aircraft's operational integrity and maintaining the unit's multiple no-fail mission-ready status.

Each Aviation Hangar Box shall be customized with high-quality tools for maintenance, repair and upkeep of the MH 65E helicopters ensuring the continuous maintenance and availability of the RWAI fleet for all missions requiring rotary-wing aircraft.

Adequate outfitting of these tools are critical for the aircraft’s operational readiness.

These tools range 2,012 pieces designed to complete each Hanger deck toolboxes that include including wrenches, power tools, pneumatic tools, toolboxes, laser-cut foam tool storage, and other measurement/inspection tools.
