Blended Flat-Rate Pricing Rule: To facilitate zero-dollar post-award swaps, if required, offerors must propose a single, uniform, blended Firm-Fixed Price (FFP) unit price that applies identically to all fifteen (15) schools in the pricing matrix.

The revised CLIN structure enforces a uniform pricing model, funding exactly ten (10) active placements at award while incorporating five (5) alternates as unfunded, pre-approved substitutes.C.
