This is a pre-solicitation synopsis of a proposed solicitation for a multiple-award contract for research and development engineering services to be competed exclusively among eligible educational institutions.
Naval Information Warfare Center Pacific (NIWC Pacific) intends to issue Request for Proposals (RFP) N66001-26-R-0030 using other than full and open competition to procure research and development engineering services from university faculty and staff in support of various NIWC Pacific programs and projects.
NIWC Pacific previously acquired these services under Contracts N66001-21-D-0041, N66001-21-D-0042, and N66001-21-D-0043.
NIWC Pacific anticipates awarding multiple indefinite-delivery/indefinite-quantity (IDIQ) contracts containing cost-reimbursement, no-fee CLINs.
Performance is anticipated primarily at contractor university facilities; however, some work may be performed at NIWC Pacific or other Government or contractor locations as mission requirements dictate.
The anticipated ordering period is five years, consisting of a two-year base period and one three-year option period.
The applicable NAICS code is 541715, and the Product Service Code (PSC) is AC33.
The Government anticipates releasing the RFP on or about 10 August 2026, with contract awards anticipated on or about October 2026.
