The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst intends to solicit and negotiate on a sole-source basis with KWD Aircraft Support LLC, CAGE Code: 71670, for the procurement of Wheel Removal/Landing Gear Dollies (P/N: 206-000-101), Propeller Transport Dollies (P/N: 207-000-104), and Engine/QEC Dollies (P/N: 200-000-101) in support of the KC-130J Program, United States Navy, and FMS Kuwait.
These dollies are required to install the KC-130J engine to the adapter on the Quick Engine Change (QEC), aid in the removal and installation of the main landing gear wheels, and transport, store, and perform maintenance on the propeller for the C-130 and C-130J aircrafts.
The Government intends to solicit this requirement under the authority of 10 USC 3204(a)(1), FAR 6.103-1: Only one responsible source and no other supplies or services will satisfy agency requirements.
The Wheel Removal/Landing Gear Dollies, Propeller Transport Dollies, and Engine/QEC Dollies are solely manufactured and distributed by KWD Aircraft Support LLC as the Original Equipment Manufacturer (OEM), who has confirmed that they do not have authorized distributors.
The OEM owns the proprietary rights to the drawing and design of this equipment, and is not selling any of the rights.
KWD Aircraft Support Equipment LLC is the only source with the requisite knowledge, experience, technical expertise and technical data to provide the required dollies.
There are no other manufacturers or approved distributors identified that are able to meet the Government's requirement, and no other dollies can be sourced to meet this requirement.
A solicitation will NOT be posted following the close of this synopsis, unless alternate offerors are identified.
