The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole-source contract to Bird-Johnson Propeller Company (BJPCo), Walpole, MA for engineering services in support of the Product Improvement Program (PIP).

Pursuant to 10 U.S.C.

3204(a)(1), BJPCo is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort.

The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 ("Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements").

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

The Government will consider all capability statements received prior to the closing date of this synopsis.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Responses/capability statements shall be submitted in writing via email to Contract Specialist Nicole DiBartolomeo at [email protected], with Procuring Contracting Officer (PCO) Michael Karamisakis CC’d at [email protected], no later than 1:00 PM EST on 05 August 2026.

Official solicitation and documents

The full solicitation, any attachments, and the actual submission instructions live on the official listing, not on this page. Oppward summarizes public record data; it does not host or mirror the source documents.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
