Market research conducted in accordance with FAR Part 10 and VAAR 810 confirmed that: The current operating room ophthalmic laser system is end of life and requires replacement.

The Lumenis BE Digital Trio is the only platform capable of providing the required SLT/YAG/photocoagulation capabilities in a single clinically integrated system.

The product is manufactured in the United States by Lumenis BE, Inc., a large business.

Melling Medical LLC (SDVOSB) is the sole authorized distributor able to provide this system in the U.S. market.

No other SDVOSB, VOSB, small business, or large business suppliers were identified in SAM.gov capable of providing the required brand name system or an equal item.

Therefore, the VA intends to award this requirement as an SDVOSB Sole Source in accordance with VAAR 819.7007.
