What this contract is for

This is a notification that the Mission and Installation Contracting Command, Fort Drum, intends to award a single-source Firm Fixed Price Blanket Purchase Agreement (BPA) IAW FAR 6.302, “Only one responsible source and no other supplies or services will satisfy the requirements” to Charter Communications Operating LLC, DBA Spectrum. The associated North American Industrial Classification System (NAICS) code for this procurement is 517111, Wired Telecommunications Carriers, with a small business size of 1,500 employees. The Government requires business class wired Cable television (CATV) services IAW AR 25-1 for appropriated funds activities. Spectrum is the only known provider to the Fort Drum geographical area based on previous acquisitions and market research made through the NYS Public Service commission website. The resultant BPA will be a Firm Fixed Price BPA for a period of five years not to exceed April 15, 2028. This notice is not a request for quotations. The Contractor identified is the only known source for the subject requirement. Responses to this notification will be used to determine if competition exists. Any such responses must be in writing and include technical information regarding the proposed services and method of providing. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice, is solely with the discretion of the Government.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
