The 502d Contracting Squadron, Joint Base San Antonio-Lackland (JBSA-Lackland), TX intends to solicit and award a sole-source, firm-fixed-price purchase order to Laser Shot, Inc. under the authority of RFO 6.103-1(a) (10 U.S.C.

3204(a)(1) or 41 U.S.C.

3304(a)(1)).

This requirement is for three hundred and fifty (350) M4 Trainer Weapons for the 535th Training Squadron at JBSA-Lackland, TX.

Through market research, the Laser Shot M4 Trainer Weapons are determined to be essential to the Government's requirements to maintain absolute instructional continuity and direct compatibility with the existing training inventory, technical manuals, and established Basic Military Training (BMT) curriculum.

Laser Shot, Inc. holds the exclusive proprietary manufacturing and design rights for this M4 Trainer Weapon (acquired from Olympic Arms, Inc.), does not utilize authorized resellers or distributors, and is the sole manufacturer of these devices.

No other product can meet the training squadron safety and instructional requirements without unacceptable training inconsistencies, duplication of cost, and schedule delays.

The North American Industry Classification System (NAICS) code for this requirement is 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing), with a small business size standard of 1,000 employees.
