NOTICE OF INTENT TO SOLE SOURCE The U.S.
Department of the Interior, Joint Administrative Operations, on behalf of the U.S.
Fish and Wildlife Service, Division of Migratory Birds, intends to award a sole-source, firm-fixed-price purchase order to ABR, Inc., Fairbanks, Alaska, for statistical analysis and preparation of the Kachemak Bay Brachyramphus Murrelet Statistical Analysis and Final Report.
The work includes population estimation, trend analysis, spatial density and habitat modeling, regional synthesis, and delivery of a final technical report and supporting analysis materials.
The anticipated period of performance is September 28, 2026 through January 31, 2027.
ABR, Inc. is the only source identified with the project-specific knowledge of the survey methodology, field conditions, datasets, and reporting credentials necessary to complete the work within the required schedule.
Award to another contractor would require substantial transfer of project data and methodological context, creating significant risk of misinterpretation, delay, and additional cost.
This acquisition will be conducted using simplified procedures under RFO Part 12.
In accordance with RFO 12.102(a), the Contracting Officer has documented the determination that only one source is reasonably available.
The Government anticipates award on or about September 21, 2026.
This notice is not a request for competitive quotations.
However, all responsible sources may submit pricing and supporting capability information demonstrating their ability to meet the requirement within the stated period of performance.
Responses must be received by 1:00 p.m.
Central Time on September 19, 2026, and submitted electronically to the Contracting Officer identified in this notice.
