Requirement Summary: This RFP is Best Value, Lowest Price Technically Acceptable, LPTA. is an unrestricted, brand name commercial acquisition for one complete Hach wastewater process instrumentation package at the Nogales International Wastewater Treatment Plant.

The Government intends to award one firm fixed price turnkey contract.

The successful contractor will furnish the specified genuine Hach sensors, controllers, accessories, mounting components, WarrantyPlus service coverage, and related materials, and will perform or manage the complete installation, integration, manufacturer startup, calibration, testing, training, warranty activation, documentation, and final turnover required for an operational system.

Competition is unrestricted as to business size.

The brand name restriction applies to the specified Hach products and Hach service coverage.

The solicitation is not limited to Hach Company as the prime contractor.

Hach and any responsible offeror may compete when the offeror can furnish the exact genuine Hach products, required WarrantyPlus coverage and manufacturer support, and accepts responsibility for the complete turnkey requirement.The Government will use Lowest Price Technically Acceptable evaluation.

Technical proposals will receive an Acceptable or Unacceptable rating.

The Government will not make a tradeoff and will not assign additional value for exceeding the minimum requirements.

Award will be made to the responsible offeror with the lowest evaluated price whose offer is technically acceptable and conforms to the solicitation.

PWS: The Contractor shall furnish the genuine Hach products and one year Warranty Service plans identified in Attachment 1 to Solicitation Amendment 0001.
