The Naval Information Warfare Center, Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a commercial, Firm-Fixed-Price purchase order on a noncompetitive basis to GEI Consultants Inc. (GEI) (CAGE Code 4P724) located at 100 Quannapowitt Pkwy.
STE 300 Wakefield, Massachusetts 01880-1302.The requirement is for the purchase of specialized laboratory analysis, field sampling support, and technical data reporting which encompasses the processing and analysis of Per- and Polyfluoroalkyl Substances (PFAS), 6PPD-quinone (6PPDq), trace metals, and mercury analytes over a Base Year and two (2) Option Years.

The Government intends to negotiate solely with GEI under the authority of FAR 12.102, only one source capable of meeting the Government requirement.
The applicable NAICS code is 541330 Engineering Services, and the business size standard is $25.5 million.
This notice is not a request for competitive quotes; however, interested parties may identify their interest and capabilities in response to this notice, and must clearly show the firms ability to be responsive without compromising quality, accuracy, and reliability.

A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government.
