NOTICE OF CONTRACTING ACTION Broad Agency Announcement: FA2391-23-S-2403 Pioneering Aerospace Capabilities, Engineering and Research (PACER) CALL Name: Tactical Air-Launched Weapon Demonstrating Industrialization The Department of the Air Force, Air Force Research Laboratory (AFRL), Air Warfare Directorate (RA), hereby provides notice of its intent to issue a focused call under the active Broad Agency Announcement (BAA) entitled, “Pioneering Aerospace Capabilities, Engineering & Research (PACER)” (Solicitation Number FA2391-23-S-2403).
This anticipated call will solicit innovative solutions for producing an operationally relevant, air-launched hypersonic weapon for less than 1/5 the cost and greater than 5x the production rate of current systems.
Offerors are encouraged to consider modular, open architectures together with aggressive application of design for manufacturing and digital engineering principles.
The evaluation process will be conducted in a single round; offerors will be invited to submit full technical and cost proposals.
Specific technical objectives, evaluation criteria, anticipated funding, period of performance and submission instructions will be detailed in the forthcoming call.
The call is expected to be posted as an amendment to the parent BAA on SAM.gov within the next 15 days.
Interested parties are strongly encouraged to monitor SAM.gov for the official release of the Call and any associated attachments.

Official solicitation and documents
The full solicitation, any attachments, and the actual submission instructions live on the official listing, not on this page. Oppward summarizes public record data; it does not host or mirror the source documents.
Oppward is an independent service and is not affiliated with, endorsed by, or sponsored by SAM.gov or any government agency. This page is a plain-English summary of public record data; the linked source above is the authoritative listing.
How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
