The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific), hereby provides notice of its intent to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a sole-source basis to Performance Composites, Inc. (CAGE 60V49) for the following requirement: Quantity: 2 Radomes (Prototypes) Item: SHUVE Radome Prototype Development Package Manufacturer: Performance Composites, Inc.
Part Number: 0327425-PPR-01 The Shipboard U/VHF Enhancements (SHUVE) Radome Prototype Development Package is a custom, non-commercial requirement that includes the prototype radomes and associated development activities and specialized tooling necessary to produce the required prototype configuration.
The Government intends to procure this requirement on a noncompetitive basis because Performance Composites, Inc. is the only responsible and reasonably available source identified as capable of satisfying the Governments unique and highly specialized technical requirements.
Market research and Government technical assessment did not identify another source capable of satisfying the complete requirement.
This Notice of Intent is not a request for quotations or proposals and does not constitute a solicitation.
However, any responsible source that believes it can satisfy the Governments requirement may submit a capability statement identifying its interest and demonstrating its ability to meet the requirement.
All capability statements received by the response deadline will be considered by the Government solely for the purpose of determining whether conducting a competitive procurement is appropriate.
A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
