SPECIFIC PROCUREMENT NOTICE 1.

The Millennium Challenge Account-Mozambique has received financing from the Millennium Challenge Corporation toward the implementation of the Promotion of Reforms and Investment in Agriculture Project (PRIA) and intends to apply part of the proceeds toward payments under the contract for Acquisition, Installation and Commissioning of Basic Technological Infrastructure.

MCC’s funding is appropriated by the U.S.

Congress and obligated to the compact up-front, with no incremental or partial funding.

So when a contract is signed with an Accountable Entity, money is already available to the Accountable Entity and, for most contracts, invoices are paid directly to Offerors by the US-Treasury.

The Compact and its related documents can be found on the MCC website (www.mcc.gov).

The Request For Offers (RFO) is open to all eligible entities (“Offerors”) as defined in the MCC Procurement and Policy Guidelines (PPG).

The procurement will be conducted through the Competitive Bidding (“CB”) procedure in accordance with the PPG and is open to all eligible Offerors.

A Pre-Offer Conference will NOT be held.

Late offers will be rejected.

Clarifications may be requested by e-mail to the Procurement Agent up to fifteen (15) days before the date of submission of bids, at the address indicated above.
