***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE*** SPECIAL NOTICE: Combined Sources Sought and Notice of Intent to Sole Source This is a Combined Sources Sought Notice and Notice of Intent to Sole Source published in accordance with FAR 5.201 and FAR Part 10.

The Department of War/ Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to negotiate a sole-source contract with Battlespace Simulations LLC under the authority of FAR 6.302-1.

This notice is published for market research purposes to determine if other responsible sources exist that can satisfy this requirement BACKGROUND The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL intends to sole source the effort to restore non-mission-capable Portable Lightweight Designator/Rangefinder (PLDR) and Common Laser Range Finder - Integrated Capability (CLRF-IC) targeting assets to a fully operational, calibrated, and deployable status to Battlespace Simulations LLC (BSI) (CAGE code 4KC80) of Lakewood Ranch, FL under the authority of 10 USC 2304 (c) (1) as implemented by FAR 6.302-1.

BSI is the developer of the specialized software and custom firmware plug-in configurations integrated into these tactical units, and possesses the exclusive proprietary source code, technical data rights, and certified optical calibration chambers required to align the optics and certify that the lasers meet original MIL-SPEC eye-safe parameters.

Official solicitation and documents

The full solicitation, any attachments, and the actual submission instructions live on the official listing, not on this page. Oppward summarizes public record data; it does not host or mirror the source documents.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
