The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and award a Delivery Order under Basic Ordering Agreement (BOA) N00019-23-G-0001 to ELBITAMERICA, INC., 4700 Marine Creek Pkwy, Fort Worth, TX 76179 on a sole source basis for: The Non-Recurring Engineering (NRE) for the redesign of the V-22 Standby Flight Display (SFD), the procurement and installation of redesigned kits, and the sustainment of legacy SFD Weapon Replaceable Assemblies (WRAs) on V-22 aircraft.
This action is being awarded on a sole source basis to ELBITAMERICA, INC. in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204(a)(1), as implemented by FAR Part 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” ELBITAMERICA, INC. is the Original Equipment Manufacturer (OEM) of the SFD.
The Government does not possess (or cannot provide) the data necessary to perform the required repairs of the items.
Consequently, ELBITAMERICA, INC. is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort within the required schedule.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.103.
Interested persons may identify their interest and capability to respond to the requirement.
This notice of intent is not a request for competitive proposals.
However, any capability statements received within fifteen days after date of publication of this notice will be considered by the Government.
