Presolicitation Notice of Intent to Sole Source This is a Presolicitation Notice published in accordance with the Revolutionary FAR Overhaul (R-FAR) 5.101(a).

The Air Force Operational Test & Evaluation Center (AFOTEC) A7K at Kirtland AFB, New Mexico, intends to award a sole-source, firm-fixed-price (FFP) standalone contract to Industrial & Commercial Security Systems, Inc. (ICSS, CAGE Code 03BX3) under the authority of R-FAR 13.101(b) (Noncommercial Products and Services - Single Source Reasonably Available).

Requirement Description: The contractor shall furnish all labor, materials, professional programming, and electrical certifications necessary to purchase and install twenty-six (26) new DSX access-controlled badge readers, control cabinets, power supplies, and high-durability locking hardware on secure interior vault doors in Building 20129 at Kirtland AFB.

All work must be executed in accordance with the attached Statement of Work (SOW).

Technical & Brand-Name Exclusivity: Building 20129 utilizes an active, facility-wide proprietary DSX Access Control System managed via proprietary DSX SQL server software.

ICSS is the authorized installer holding administrative configurations, wiring schematics, and secure database credentials.

Integration of third-party hardware or utilization of alternative technicians would immediately void active system warranties, fail to communicate with the master base controllers, and result in unacceptable security vulnerabilities and substantial duplication of cost.
