In accordance with Revolutionary FAR Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Services, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to Green Imaging Technologies Inc.

NETL requires this 3D Rock Core Imager as it will allow NETL to significantly enhance and improve its subsurface research capabilities.

This instrument provides cutting-edge solutions to better evaluate petrophysical features and multi-phase fluid flow of geologic cores and wellbore cement.

This system is patent-protected and proprietary to Green Imaging Technologies Inc. and is specifically engineered to operate seamlessly with NETL’s existing Oxford GeoSpec NMR P10 Overburden Cell.

This compatible technology is required to maintain experimental continuity, prevent data corruption from system discrepancies, and ensure direct quantitative comparisons with NETL’s historical and ongoing rock core datasets.

This is considered a sole source to Green Imaging Technologies Inc. because to the best of NETL’s knowledge, Green Imaging Technologies Inc. is the only known source that can provide the required instrument.

No known potential alternate sources exist which could satisfy this requirement.

This notice of intent is not a request or quote/proposal.

Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1700 PM EDT on September 15, 2026.
