Synopsis of the Requirement The Government hereby submits a notice of intent to award a sole-source, brand-name, firmfixed- price contract/purchase order to: Proposed Contractor: Ordnance Cleaning Systems, LLC Contractor Address: 10950 Wellness Way, Concord TWP., OH 44077 Requirement Title: Ordnance Cleaning Systems Brand Name Equipment and Supplies Total Estimated Value: $21,507.00 It is the belief of the Government that this organization is the sole source to fulfill the need of one responsible source to satisfy the agency's requirement. (See attached justification [JOTFOC]). 2. Regulatory and Statutory Authority This sole-source contracting action is conducted in accordance with Federal Acquisition Regulation (FAR) Class Deviation / Revolutionary FAR Overhaul (RFO) guidelines. Under the RFO, simplified procedures for commercial acquisitions are consolidated under RFO FAR Part 12 [specifically RFO FAR 12.201-1 (Simplified procedures) and RFO FAR 12.102(a) for acquisitions valued at or below the Simplified Acquisition Threshold]. The statutory and regulatory authorities permitting other than full and open competition are: Regulatory Authority: RFO FAR 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" (specifically utilizing Brand Name specifications under FAR 11.105 and RFO guidelines). Statutory Authority: 10 USC 3204(a)(1) for DoD/Coast Guard. 3.
