What this contract is for
The Government is seeking constructive feedback on the attached draft Statement of Work for a potential future opportunity related to IT services for NIWC PAC Code 532. Feedback can be questions, comments, areas of concern, or similar. This is a pre-solicitation effort to ensure the final SOW is clear, concise, and attracts highly qualified respondents. We recognize that government requirements can sometimes be complex or unclear, leading to unqualified proposals. Specific to this requirement, historically, 95% of the proposals received have been found technically marginal which leads the Government to believe that understanding of the requirement as written may be unclear. This feedback will help us develop a well-defined SOW that aligns with industry capabilities and ultimately benefits the warfighter and taxpayer. Additionally, please advise on which areas of the SOW that your firm is specifically qualified for. This information may be utilized to further potential partnering/teaming arrangements and create the most robust/capable team to accomplish the requirement. This effort is designed to gather information and facilitate dialogue with industry on aligning capabilities. Note: No formal Industry Day will be held. The Government is specifically requesting: A. How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
