What this contract is for

The U.S. Army Corps of Engineers (USACE) intends to award a sole source Firm Fixed Price purchase order to the Design-Build Institute of America (DBIA). This requirement will provide the Design-Build Done Right® course in support of the U.S. Army Corps of Engineers Headquarters. The overarching objective of this training is to ensure USACE personnel gain insight into current industry design-build best practices to enhance the effectiveness of Government programs. No competition is being sought. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within ten (10) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated. However, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a Firm Fixed contract to Design-Build Institute of America (DBIA).

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
