28 August 2026 – Pre-Solicitation Synopsis The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation to modify the previously awarded contract N00024-21-C-5525, held by L3Harris Technologies, Inc. (L3Harris), 77 River Rd, Clifton, NJ 07014-2000, on a sole-source basis for the continued requirement of Configuration Management and Engineering Support Labor for Nulka Y Payload Assemblies in support of both the United States and the Government of Australia.
The purpose of this contract modification is to increase the ceiling and add one additional option year of Engineering Support Labor requirements.
The proposed contract action is for Configuration Management and Engineering Support Labor, for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.103-1(c)(2)(ii).
L3Harris is the only vendor qualified and capable of meeting the Navy’s schedule requirements to provide continued, uninterrupted support for Nulka Y Payload Assemblies.

This notice of intent is not a request for competitive proposals.
However, all responses received within 15 days after date of publication of this synopsis will be considered by the Government.
A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
