What this contract is for
This Broad Agency Announcement (BAA) supersedes all prior year BAA's. Prior fiscal year BAA proposals deemed acceptable and kept on file, or currently under evaluation, need NOT reapply for the same position. This constitutes the Office of Inspector General's (OIG) Broad Agency Announcement (BAA), to solicit proposals from interested parties on a specific subset of OIG services. The OIG reserves the right to select for award all, some or none of the proposals in response to this announcement. A formal Request for Proposal (RFP), solicitation, and/or additional information regarding this announcement will not be issued. All applicable solicitation provisions, instructions, terms and conditions are contained in the attached documents. Specific clauses for any resultant contracts will be negotiated at contract award. Pursuant to 39 U.S.C. § 410(a), no Federal law dealing with public or Federal contracts, property, works, officers, employees, budgets, or funds, including the provisions of chapters 5 and 7 of title 5, shall apply to the exercise of the powers of the Postal Service. Specifically, the OIG does not fall under the purview of the Federal Acquisition Regulation (FAR). This BAA is intended for proposals related to professional, consultant and support services only. USPS OIG contract holders must comply with the Vietnam Era Veterans' Readjustment Assistance Act of 1972, as amended (38 U.S.C. 4211 and 4212), for contracts worth $150,000 or more.
