What this contract is for

The Baltimore District seeks to establish Master Blanket Purchase Agreements (BPAs) with Certified Title Companies covering some or the entire Mid-Atlantic region. There will be a minimum four (4) and maximum of eight (8) Firm Fixed Price Master BPAs under NAICS 531320 for a period of 5 years. The estimated value of the agreements is $800,000.00 each year with BPA Call maximum limits of $100,000.00. Due to the non-complexity of the commercial services with clear and well-defined requirements, the basis for the award of each BPA Call will be Lowest Price Technically Acceptable. Contractor shall be required to perform all work defined under the performance work statement for title services. The work to be done under these specifications consists of furnishing and delivering Owners Guarantee (Insurance) Policies or Certificates of Title and Continuations thereof in the form of preliminary, interim or final policies, certificates of title, interim binders, or endorsements, as appropriate, and Closing Services. Additional information in accordance with the performance work statement is included in the request for quotations package. All responsible sources may submit a bid which shall be considered by the agency. All questions shall be submitted via electronic mail to [email protected] and [email protected]

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
