This notice is being published in accordance with the Revolutionary Federal Acquisition Regulation Overhaul (RFO) requiring the dissemination of information on proposed contract actions.
This is a notice of intent to award a contract modification utilizing other than full and open competition.
The statutory authority for this contract modification is 10 U.S.C.
3204(a)(1), as implemented by RFO 6.103-1(DFARS CD 2026-O0017) “Only one responsible source and no other supplies or services will satisfy agency requirements.” The United States Army Corps of Engineers (USACE) Baltimore District (NAB) intends to solicit and award an out of scope contract modification to Contract No.
W912DR18D0003 Task Order No.
W912DR21F0329 with Leidos, Inc. for architect-engineer environmental services being performed at Former Nansemond Ordnance Depot, Suffolk, Virgina.
This modification will consist of a period of performance extension in the amount of 2 years and 8 months allowing the architect-engineer firm to complete the highly specialized, non-severable services originally awarded under the Task Order.
This includes completion of the field scale treatability study, the proposed plan, and record of decision in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) at the TNT Area designated as Source Area 1 as well as completion of other deliverables such as feasibility studies, proposed plans, and record of decisions at Project 17 and 19 and Nansemond River Beachfront designated as Source Area 15.
