The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order on a firm fixed price and sole source basis to Evident Scientific, Inc. (CAGE: 9DV74) for the Bonded Materials Tester, PN: B600EMI-MN01, NSN: 4920-01-699-4852.
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(b), "Only one responsible source and no other supplies or services will satisfy agency requirements" for this action.
Evident Scientific, as the sole developer, designer, and manufacturer of PN B600EMI-MN01, owns the proprietary data and as such is the only source with the knowledge and expertise necessary to manufacture this item.
The Government does not have the technical data or equipment to obtain this item from an alternate source. (THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES).
However, all responsible sources may submit a capability statement, which, if received within five (5) calendar days after the date of the publication of this synopsis, will be considered.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
